Municipal Employees Benefits Program (MEBP) is a valuable asset for our Members and their families.
Mission Statement
The Municipal Employees Benefits Program will provide secure pension and benefit services to our members and their families in a cost-effective manner.
The MEBP Pension Plan
The MEBP Pension Plan is a multi-employer defined benefit pension plan designed to provide reliable stream of income in retirement. The MEBP pension plan provides the following:
- Early, normal, postponed and disability retirement benefits;
- Optional forms of pension on retirement;
- Termination benefits;
- Death benefits; and
- Reciprocal transfers and prior and current service purchase provisions.

The MEBP Disability Plan
The MEBP Disability Plan provides a safety net that replaces our Member's income and provides protection for your pension plan, should you be unable to work due to illness or injury. The purpose of the disability plan is to provide coverage for serious disabilities resulting in long periods of absence. The disability plan recognizes the highly vulnerable position of most members should they be confronted with a loss of income during a lengthy or permanent disability.
The MEBP Insurance Plan
The MEBP Insurance Plan can assist in creating financial security for our Members and their families and provides the following:
Basic Life Insurance: Benefits are paid to the beneficiary upon a plan Member's death. Various benefit levels are available.
Optional Life Insurance: This allows employees under 65 years old the option to purchase additional coverage at lower rates to meet their specific needs.
Family (Dependent) Life Insurance: This offers life insurance coverage on the lives of a Member's eligible family members.
Basic Accidental Death & Dismemberment: Members that have Basic Life Insurance coverage, automatically have Basic Accidental Death & Dismemberment Insurance coverage. Benefits are paid to the beneficiary if the Member dies as a result of an accident or it may be paid directly to the Member if the Member suffers a loss as a result of an accident.
Voluntary Accidental Death & Dismemberment: This allows employees under 65 years old the option to purchase additional coverage at lower rates to meet their specific needs and insurance benefits when death occurs due to an accident or if loss of use occurs due to an accident. Here is a link. There are two types of coverage options under Voluntary AD&D plan: Employee Only coverage or Employee & Family coverage.

Do all employees have to join MEBP?
Enrollment in MEBP program is compulsory and a condition of employment for employees working under a MEBP participating employer upon meeting the eligibility requirements.
The eligibility requirements for compulsory enrollment are:
- A full-time employee, under age 71, must join on the first day of the pay period following completion of the probationary period of employment, if any. If there is no probationary period, enrollment is immediately on hire.
- When a part-time, seasonal or temporary* employee has earned more than ¼ of the year's maximum Canada Pension Plan (CPP) earnings (including overtime) in two consecutive numerical years, the employee must join MEBP at the start of the first pay-period after the eligibility was met.
* A part-time, seasonal or temporary employee, under age 71, who has completed the probationary period of employment, if any, may join 'voluntarily' prior to a 'compulsory participation' date and regardless of the amount of earnings. The employer must comply with the employee's request to voluntarily join the plan.
The following persons may be exempt from participating in MEBP Plans:
- an employee who is a student on a substantially full-time basis or,
- an employee who is a member of a religious group which has one of its articles of faith the belief that members of the group are precluded from being members of a pension Plan (contact MEBP office) or,
- an employee who retired from the employment of a participating MEBP employer and is in receipt of a pension but subsequently returns to work for the same or new participating MEBP employer. Please contact the MEBP Administration Office.

- Pension Plan - Beneficiary Designation and Change (Form #25)
Employees who work for Employers that participate in the MEBP Insurance Plan, must also complete:
- Blue Cross/MEBP Individual Application for Group Insurance Plan (if employer participates in the Insurance plan)
- Application/Change - Voluntary Accidental Death & Dismemberment Insurance (Voluntary AD&D - Form 78)
